Everybody's Got Something To Hide

Except For Peck And His Chicken

Allow me to apologize to The Beatles for the title of this post but, as you will discover, it seemed fitting. In the past I have posted a lot of my opinions and observations in this forum as well as on my website and in my own blog. I have always strove to present the facts as I knew them and as I have them. I do not frivolously post any subject that I have not personally researched myself first. To do so would be irresponsible to say the least. What I am getting ready to relate and reveal here will be exceptionally shocking to all. If it does not affect you then you are without heart and soul. What I am going to relate in fact is so heinous that I feel that I must make a statement first before posting it to keep any fool, yes that is what I said, any fool from trying to attack this post or claim that I have ulterior motives.

1. The exchange that is related here took place between Senator Dwayne Umbarger(R), Thayer and Representative Virgil Peck Jr.(R), Tyro. It is in reference to S.B. 408 (Scruffy's Law), Animal Cruelty.
2. The exchange is presented here verbatim and was transcribed from a recording that was made of the exchange. The grammar, punctuation, spoken word and inflections have not been altered. There are no typo's and repeated words and fragmented sentences are exactly as the speaker spoke them.
3. I included Senator Umbargers before and after remarks so that I would not be accused of taking anything out of context. The focus of the exchange are the remarks made by Representative Peck.
4. The participants were aware of my presence and were aware that I was recording and taking notes. The tape recorder was in plain sight and Senator Umbarger, and Representative Peck saw me take it out and turn it on even turning the tape over at one point. This was not a secret recording and was made at a public meeting.
5. I am running for the District #12 House seat however Representative Peck is from District #11. I have no agenda concerning Mr. Peck beyond human compassion and common decency. Not to mention a concern as to how his words and actions effect Kansas as a whole.
6. I was a Senior Keeper at El Paso Zoological Park. My wife and I count in our family 2 dogs, two cats and 3 fish. These animals are not our pets they are family members.

THE FOLLOWING IS AN EXCHANGE THAT TOOK PLACE BETWEEN SENATOR DWAYNE UMBARGER(R), THAYER AND REPRESENTATIVE VIRGIL PECK JR.(R), TYRO ON MARCH 18, 2006 AT APPROX. 9:45AM. THE EVENT, "EGGS AND ISSUES", WAS A FORUM FOR THE CURRENT LEGISLATIVE OFFICE HOLDERS FROM THIS AREA AND INCLUDED FRANK MILLER(R), INDEPENDENCE. IT WAS HOSTED BY MONTGOMERY COUNTY FARM BUREAU. THE EXCHANGE TOOK PLACE IN THE FARM BUREAU OFFICE MEETING ROOM IN INDEPENDENCE, KS. THERE WERE APPROX. 20 PEOPLE IN ATTENDANCE INCLUDING A REPORTER FROM THE “INDEPENDENCE DAILY REPORTER” WHO DID NOT MENTION THIS EXCHANGE IN HIS COVERAGE OF THE STORY.

UMBARGER:
And believe me people I am not for abusing animals, because I think there is a direct correlation between abusing animals and going on to other (unintelligible) as far as the humans, and so I think there’s a direct, and I voted for the bill. The only thing I’m trying to point out here, is it’s kinda ironic the killing or the mistreatment of an animal it’s, it’s different penalties then holding the animal accountable to what it does to the human being so.

PECK:
I want to piggy back on that which is different from the original question; Being a country boy, my understanding, and I haven’t read the bill and it is just getting over to the house and there are so many bills are taking our immediate attention and we get to them when they’re immediate attention and the Senator would correct me if I’m wrong I would hope he would correct me. My frustration from what I understand about this bill, if you have a dog that you cannot keep it in your proximity or you just decide you want to kill it or dispose of it, country people we just take ‘em out and shoot ‘em. Or if you got a neighbors dog that is constantly coming over and hassling your livestock and you have had some conversations with the neighbor, “hey keep your dog away from my livestock, my hogs, my goats , my sheep, my cattle, whatever, my chicken.” Country people, me, I’ve been known in the past, after several attempts, to just dispose of the dog one way or the ‘nother, well I’m concerned that this may be far reaching, that the fellow, the neighbor gets upset cause his dog comes up missing, I don’t know what happened to it, well I actually do, but, so that’s a little concern I have as a country boy. You know I’m not the one that’s ‘spose to be asking questions you folks are.

UMBARGER:
Your neighbors probably going to be upset regardless of what you did to the dog, we weren’t able to solve that problem. It contains exceptions for farming, veterinary practice, the sport of rodeo and dealing with pets, pests, or animals posing a threat to people, their animals or their property, their livestock and uh to the people, the safety of the people. On the farm dealing with animals is quite different than dealing with a Chihuahua in the uh city environment. But we did you know as far as the slaughter of animals the transporting of animals things like that. We took into consideration what it meant to the Ag community.

END OF EXCHANGE

Note a couple of things in the above exchange: Peck admits that he kills dogs, he also admits that when he don't want an animal that he will, "just take ‘em out and shoot ‘em." He also admits that he would kill his neighbors dog then lie about it. I thought that the reference to having livestock was interesting, the property that he supposedly lives on in Tyro is not large enough for livestock, let alone a family, unless of course he is talking about his CHICKEN. Virgil Pecks home in Peru, Kansas however which is actually in District 12 NOT District 11 is a large enough property to raise livestock. Slip of the tongue? Also note Umbargers reference to "Pets and Chihuahua’s.

When I was 5 years old I had a puppy that contracted rabies and had to be shot by my Dad. When I was 13 I had a German Shepard that jumped a fence while on her tie out. The line became wrapped around her and in her struggles she broke her neck before we found her. I had to become a man on that day and put her out of her suffering by shooting her. As a Senior Keeper I had to be at and deal with many euthanasia’s of valued and cherished animals. One of the toughest days of my life occurred when we had to perform euthanasia on the zoos entire hoof stock collection, which I oversaw, due to an outbreak of Bovine Tuberculosis. One White-Tail Deer Buck, One White-Tail Deer Doe, One White-Tail Fawn, One Bull Bison, 3 Female Nilguy (one pregnant) Antelope, One Male Nilguy Antelope, and 2 Nilguy Calf’s all were put down that day. Over the years I and my wife have had to have precious pets who were members of our family put to rest due to illness, injury or age. We have done all we could do for them before being forced into that position.

Each and every animal I have mentioned were unique with their own personalities, cherished friends one and all. I would NEVER intentionally harm an animal for any reason. However this does not seem to be the case with Mr. Peck who uses the excuse of being a “Country Boy” as good reason for his inexcusable statements and actions. Does it concern you that this person is in a position Representing the people of District #11 and the people of Kansas? If it don’t it should.

This posting is the first step that I am taking to see to it that his remarks do not go unnoticed. I will be contacting all concerned parties, entities and individuals concerning this matter. The spin masters can try and justify his callous remarks any way they want but truth is truth and what I have wrote I can verify. I will boldly state here that anyone who tries to defend Virgil Peck’s remarks are no different than he is and really should be ashamed of themselves. There is no justification for the type of cruelty and lies he has admitted too. Please I urge anyone that reads this posting, if you know of someone that needs to see this waste no time and effort in passing it on.

PS: Shortly before posting this I received the following email from Montgomery County Democratic Chair, Bob Greenwood:
Jim, When I was about ten or twelve we had a dog someone dropped at our place. It and our old dog were working the green bean row ahead of us in the garden about five feet ahead of us when they came upon a rattlesnake hiding in the row. The dogs attacked the rattlesnake and the dropped off dog was bitten badly in the face and neck. The vet said there was nothing we could do for the dog, but he survived. The dog saved us from the snake. Dogs do route out snakes. No wonder Peck wants to do away with them.
